Cambodian Graduates were granted the titles of Professorship in 2023

We are very pleased to congratulate five Cambodian graduates of the Graduate School of Law, Nagoya University, Japan, who were granted the titles as Professors, Associate Professors and Assistant Professor by His Majesty the King of the Kingdom of Cambodia.

H.E Dr. HOR Peng, Rector of the National University of Management (NUM), was granted the title as “Professor” by His Majesty the King of the Kingdom of Cambodia according to Royal Decree No. 0623/1128 dated 09 June 2023. He graduated a Ph.D degree of Law from Nagoya University in 2005 and continued his post-doc research in 2011 at Center for Asia Legal Exchange (CALE), Nagoya University Japan. He has many years of experience in teaching Constitutional Law, Comparative Law, Human Rights Law, and Law System in Cambodia in such famous universities such as: the National University of Management (NUM), Royal University of Law and Economics (RULE), and Royal School of Administration (ERA). He wrote books and articles related to Constitutional Law. Regarding research activities with development partners, he was invited as a guest speaker in many international seminars related to developing law in Cambodia, and he was invited to teach as a visiting professor in Nagoya University in Japan and Handong Global University in Korea for many times. In 2017, he was presented a commendation from Ministry of Foreign Affair of Japan as a top person in improving international relations between Cambodia and Japan.

Dr. HAP Phalthy, the Director of the Graduate School of the Royal University of Law and Economics (RULE), was granted the title as “Professor” by His Majesty the King of the Kingdom of Cambodia according to Royal Decree No. 0723/1570 dated 20 July 2023. He obtained the Master of Laws and Doctor of Laws from Nagoya University, Japan in 2007 and 2010 respectively. His specialized area is Land Law. Dr. HAP had been working as a group leader collaborating with JICA on Japanese Technical Cooperation for the Legal and Judicial Development Project (phase 4) from August 2012 to March 2017 and he has been the member of working group for Sample Form for phase 5 which started from 2017 to 2022. He also plays a crucial role in Internal Quality Assurance Committee for RULE in order to write the self-assessment report for a pilot assessment conducted by the Accreditation Committee of Cambodia (ACC) in late 2015. He has also served as an assessor for ACC since 2016. More remarkably, Dr. HAP has involved with many international institutions for research and quality assurance, such as Korea Legislation Research Institute (KLRI) and ASEAN University Network (AUN). He as been a Steering Committee member of AUN-University Social Responsibility and Sustainability (AUN-USR&S) which is based in the National University of Malaysia since 2012. He has been teaching Civil Law, Property Law, Land Law, Business Law, and Research Methodology. His main ambition is to see high quality education of all students.

Dr. KONG Phallack, a faculty member and researcher of the National University of Management (NUM), was granted the title as “Associate Professor” by His Majesty the King of the Kingdom of Cambodia according to Royal Decree No. 0723/1570 dated 20 July 2023. He holds LL.M. from Nagoya University, Graduate School of Law (Japan), LL.B. from the Royal University of Law and Economics (Cambodia) and Doctor of Dental Surgery (DDS) from the Royal University of Health Science (Cambodia). He is an attorney at Law, arbitrator and mediator. He has 21 years in teaching and 20 years in law and policy development including legal practice and mediation. He served as Dean of Faculty of Law and Public Affairs of Paññāsāstra University of Cambodia until 2020. He has written laws, policies papers and books related to Cambodian Laws. His publication includes Introduction to Cambodian Law (2012), Cambodian Constitutional Law (2016), Contemporary Environmental Law in Cambodia and Future Perspectives (2020), Perspectives on Cambodian Constitutional Law (2020), Contemporary Cambodian Employment and Labor Law (2021), and Law in the Digital Age: Protection of Consumer Rights (2021). His contribution to development of laws and policies are legal and judicial reform, ombudsman, telecommunications, post, cybersecurity, personal data protection, public private partnership, social protection, social security, persons with disabilities, environment, health and so on.

Dr. NOP Kanharith, the Director of Cyber Program and Academic Coordinator of Master of Business Law program at the National University of Management (NUM), was granted the title as “Associate Professor” by His Majesty the King of the Kingdom of Cambodia according to Royal Decree No. 0723/1570 dated 20 July 2023. Dr. NOP received Doctor of Law Degree from Nagoya University in 2013, Master of Law Degree from Nagoya University in 2010. He is an attorney-at-law and has 10 year-experience in legal practices, including working for a commercial bank in Cambodia as head of legal department for more than 6 years. His areas of research interest include labor and employment laws, contract laws, corporation laws and business laws. Dr. NOP received Doctor of Law Degree from Nagoya University in 2013, Master of Law Degree from Nagoya University in 2010, Bachelor of Law from Royal University of Law and Economics in 2006 and Bachelor of English Education from Institutes of Foreign Languages, Royal University of Phnom Penh in 2007. He wrote and published books and several articles in the field of labor and employment law. His short legal essays are posted on his Blogs (noplegal.com & nopkanharith.com)

Mrs. POK Phearoun, a faculty member and researcher at the National University of Management (NUM), was granted the title as “Assistant Professor” by His Majesty the King of the Kingdom of Cambodia according to Royal Decree No. 0623/1128 dated 09 June 2023. Mrs. POK has extensive experiences as a university lecturer with a demonstrative history of working in the education management industry. Her specialized areas are Civil Procedure Law and Civil Law. She has remarkable skills in students coaching, lecturing, international relations and project management. Mrs. POK received Master of Law Degree from the Graduate School of Law, Nagoya University, Japan in 2011; Bachelor of Law from Royal University of Law and Economics in 2009; and Bachelor of English Education from Royal University of Phnom Penh in 2009.

Cambodian graduates from Nagoya University have been working in public and private sectors actively contributing to the development of Cambodia. We wish our Cambodian graduates all the best wishes and succeed in their careers and professions.
